State of the Nordic Innovation Ecosystem: Barriers, Opportunities and an Action-Oriented Framework

Nordic Innovation, Nordic Council of Ministers

27 August 2026

A strong diagnosis, and one open question

Nordic Innovation's synthesis report is worth reading for its discipline: six ecosystems on one dataset, 74 interviews, and candour about what the data cannot show. Its central finding is well supported. The region starts companies well but lacks the fund scale to grow them at home: only five of 323 Nordic venture funds reach USD 500 million, and much of its pension capital flows abroad. The proposed remedy, a Nordic capital stack built from regional and European sources, follows from the evidence. One question sits outside its chosen scope: where long-horizon capital from beyond Europe, the Gulf included, could fit inside that stack. The authors themselves mark the investor side as unfinished.
